Jewell Parkinson
Jewell is running for WCASD School Director in Region 1 to advance the mission of the West Chester Area School District; to educate and inspire our students to achieve their personal best. She is committed to successful schools, skilled students, engaged educators and connected communities. She will serve with integrity, trust, and fiscal accountability while embracing inclusion, innovation and transparency.
Jewell is a leader with a passion for learning, collaborating and delivering results. A member of the West Chester community for 30 years, she is a proud parent of two West Chester Area School District graduates.

Borough Council, Ward 1
Jerry Szczepaniak
Originally from Wallingford (Delaware County), with a B.S. in Chemistry from Saint Joseph’s University, Jerry started his career in finance, later sales in New England and the western US for an Exton-based company; there Jerry met his future wife, Beth Soldwisch.
After several years, Jerry left to earn his MBA at Cornell University, then moved to Silicon Valley, California, for four years to join HP in finance and business development.
Marriage brought Jerry back to PA, where he settled with Beth in the borough in 1999. After a year with a large consulting firm, Jerry “returned” to HP through a spinoff, Agilent Technologies, working in finance and procurement, retiring in July, 2025.
Jerry and Beth have been involved with organizations in their borough community.

Borough Council, Ward 3
Brian McGinnis
Brian McGinnis is running for re-election to West Chester Borough Council, bringing 18 years of financial services experience to the table. His track record of leadership includes holding the line on taxes, passing the Responsible Contractors Ordinance, strengthening pensions, and fostering local entrepreneurship. Brian’s financial expertise helped improve West Chester’s bond rating and ensure responsible stewardship of taxpayer dollars. He’s championed public safety investments, advanced sustainability through rain gardens and tree planting, and secured critical healthcare access for Borough employees. With a bold, values-driven vision, Brian is committed to building a safer, greener, and more prosperous West Chester. Re-elect Brian McGinnis—leadership that works for every neighbor.

Borough Council, Ward 5
Stephen Marvin
Stephen spent a long career as a librarian. Past activities include business and government services. Enjoyed the CC Tricentennial on the Business and Industry exhibit, leading to the annual Salute to Small Business as well as a contest to create the CC Flag. Following this, served as Director of the Dr. Michael Margolies Coatesville Area Public Library; committee for CC Community College. At WCU, appointed as a TEAM ambassador by Hon. Elinor Taylor; Campus Copyright Coordinator; and library consortia development in Latin America by international scientific and library organizations.
Upon retirement, with Councilor Don Braceland on Daily Local News site; reviewed scholarship applications with the CCHC and WCU Foundation, serve with the WC Green Team, Earth Day Posters; and assist with PorchFest. Serve on the CC250 Committee and Juneteenth Committee.
Currently an Artist with many regional group exhibits Chester County Art Association, Oxford Area Art Association and Artists Equity. He will be dedicated to focus on the concerns of the Borough of West Chester with special attention to the 5th Ward development and improvements.

Borough Council, Ward 7
Lisa Kearns
Lisa Kearns is 36-year resident/homeowner of West Chester Ward 7 who has dedicated her life and professional career to public service, public safety, unifying people and communities, and developing strong organizations and leaders (having won the Highest National Award for Exemplary Leadership bestowed by the Federal Aviation Administration).
Her ongoing commitment to this community is evident through her founding and leadership of a local nonprofit and her volunteer service/partnership with the Chester County Food Bank, West Chester Food Cupboard, WC Senior Center, Community Volunteers in Medicine (among others), and her service on the Board of the WC Oscar Lasko YMCA.
Lisa has a track record of controlling multimillion-dollar government budgets like WC’s and developing cutting-edge, problem-solving technologies as she did as an FAA Aviation Safety Inspector and National Division Manager serving this country for more than 26 years.
